Despite the immense size of the cloak, the cut and tie of the cloth allows for an amazing range of movement.  The fancy cloth shimmers like expensive silk but has the thickness and tensile strength of hardened leather.  Red trim and an embroidered dragon on the back of the cloak give it a rich and noble appearance but the strangely strong material and masterfully cut design also makes it protective and practical.
