The thin strip of leather buckles tightly at the shoulder and is obviously designed to be worn at an angle across the chest.  Small, shiny metal studs run the length of the bandolier on the front side and four thin slots are sewn in with tiny individual straps.  By the shape and size of the pockets, it is clear that this piece is meant to hold large throwing knives or small daggers.
