This fountain is used all day by the Atlantean race, either to wash clothes, to wash their hands or even just to sit on the benches and have a steam.  The water is heated by being pumped down into the deeps of the earth and heated naturally from there.  No-one knows, however, how this hole was dug, and no-one seems to care either.
