Almost like a money clip on the back, the front is firmly fastened to the end of the strip of leather.  It simply snags the top layer of the wrapper to fasten the clothing.

A long strip of halfling hide about four inches wide and chewed by troll servants into a supple, soft and somewhat stretchy item used for clothing by female gnolls.  One side still has fleece like covering to it.  Normally, it's worn criss-crossed between the shoulder blades and breasts then around the bottom to the top until clasped at the top center.
