There is no identifiable material to the cloak and yet it definitely has form and substance.  The shape appears to flux and bend with a nearly constant squirm; however, there is certainly some fundamental core to the item.  It is a black that is deeper than any normal shadow.  So dark, in fact, that it seems to actually swallow any source of light into itself.
