Leather straps appear to be crafted into the design of the chest itself. The straps keep the chest in place; however, it is a small, rusting lock that is meant to prevent entry.  The chest is extremely short, but also quite long. It is easily long enough to hold most weapons; it seems odd that a weapon locker would be so small as to only hold one or two items.
