The quest point policy is posted here (read quest).

Quest points (qp) are earned for completed quests run by certain immortals.
Not all quests result in quest points, but many do.  You can redeem quest
points at the quest master for hit points, mana, or stats, or you can contact
Siriah for special equipment, as listed below.

+1 STAT(*)     3QP per ST - MAX 2 per stat
 1 AC APPLY    1QP per AC - MAX 5

+10 HitPts     1QP per 10 - MAX 30
+10 ENERGY     1QP per 10 - MAX 30
+10 MOVEPT     1QP per 10 - MAX 50

(*) stats are dex, int, wis, con, cha, str

LIMITS: an item can only modify 6 of the above
       plus ACApply.
SPECIAL: Some of you would probably like to
     have a spell affect for your personal,
     there is a restriction of having ONE,
     spell affect (NO WEAPON AFFECT) for a
     cost of 15QP.  This applies ONLY to 
non-fight assisting spells like detect life
or infra, NOT haste, sanc or a casting one.
This is a new feature and only for
     new personals, not converted customs.
     (see Below for more info)

   From a 6 save room house to a city center or another 6 save
room house owned by the same character -> 20qp + 15 million coins.

Generic Eq -> Custom
-------------------

   Transformation of a current piece of game EQ into an
indestructible custom -> 30qp.

LIMITS: Cannot transform a!rent, quest item, or Immortal
   gift (IE: Horns of Ancalador) Also, only current items
   can be transformed, and their stats may NOT be modified
   from the current, regardless of if the original pieces
   are made better or worse.

FINAL NOTE FOR ALL CUSTOMIZED EQ:

   Once you have picked the items stats etc you may
not at any time in the future request the item be
modified again, regardless.  So make sure you submit
the plans for a personal/custom that you want forever
cause it isn't going to be changed on the slightest
whim.
