A fairly thick band of leather, probably elk or deer from the texture, has been fitted with long feathers stitched into it along almost the entire length.  The headband ties into a knot at the back of the head allowing a long stream of feathers to trail off to the end.  The feathers are those of various birds of prey like eagle, vulture and whatever else carries long feathers.
