Minister Albut

The Third Minister sits here waiting to talk to you, his name is Albut

Albut is the oldest member of the council.  He was voted in when he was only twenty-seven years old and has stayed here by the narrowest of margins every voting year.  Albut is very lazy and tries to do as little work as possible. Most of the time he just sits here, smoking his pipe, watching the other members work.
