Governor Ghayl is an honest, fair halfling.  Shorter than the average halfling and a pot-belly to rival any ogre this man still has a sharp wit and even in his old age is still a master of the short sword.  Ghayl will use his every waking out to make sure Harfoot Delve is a safe haven for all who dwell in it.
