An aquatic guard patrols the cities edge.

An elven man and a fish have been melded together with some sort of twisted magic.  Green scales run in perfect alignment up and down the tail, exploding into a peacock colored tail with nearly as much flourish.  The broad shouldered elf boasts rippling muscles in his arms, possibly from swimming all day.  His eyes are icy blue and his face is shrouded in jet black hair save one platinum white stripe that hangs over his left eye.
