A disheveled merchant hawks his goods, he looks so ratty he has a tough time selling.

This hawker really looks cheesy and rumor has it he gets his goods from the stolen objects the pickpockets and urchins obtain.  One day, the constable plans on catching him with stolen goods but so far this merchant has avoided getting caught.  Few adventurers ever buy from him.
