A wheezing old man in a wrinkled, grey uniform patiently sorts the mail he has.

This old man has probably more wrinkles on his face than his uniform which also appears faded and tattered.  His small rounded chest sports two hand sewn labels above the chest pockets.  The one on the right says NARAKA POSTAL SERVICE and the one on the left is simply scripted with CHIPPER.  Presumably his name is Chipper then.
