The dockmaster stands here reading some waybills.

This man is the settlement's dockmaster and right now he looks quite frustrated.  He is running his hands through his thinning grey hair and small beads of sweat can be seen forming on his brow as he toils over the waybills piled up on his desk.  He is a hardworking man and it would not be a good idea to bother him right now.
