This man is a devout follower of the Cult of the Dragon.  He is wearing a robe over light armor.  The robe is emblazoned with the symbol of the Cult on the back: A stylized dragon's face appearing in flames over a black base. This low ranking member of the cult is assigned to complete tasks which the goblin slaves cannot be trusted with or cannot comprehend.
