A dark-skinned old woman is telling everyone to be quiet.

Miss Dorothy Apoxonlips, the library lady, is a nasty old woman with a sharp, quiet tongue and a stiff wooden ruler, both of which she uses with equal abandon on anyone who won't be silent in the library.  Dressed in a blue gingham dress and sensible shoes, the library lady looks like some ancient grandmother, until she flashes her angry frown and glaring eyes at whomever breaks one of her library rules.
