Felix Hoyer

The mayor looks stressed out.

Felix is a tall man with a well-trimmed red beard.  When out on cold nights he wears black riding boots and a silvery white fur coat over his tweed suit. He brandishes a rapier blade that was hidden inside his silver-headed walking stick.  Any sign of his old limp seems to have vanished.
