A cityguard patrols the area, looking for troublemakers.

The guards of Heliopolis take their jobs very seriously.  Grim and strong, they perform their duties well.  Dressed in chain mail armor to allow for some mobility, the guards are well armored, and well armed.  Definitely a force to be reckoned with.
