The village caller is here informing everyone that the Mayor is on the platform.

The village caller is always seen on the streets with the Mayor.  He rings his bell and informs everyone that the Mayor is in the vicinity.  He is shorter than the Mayor and a lot thinner, in fact he could be described as scraggy.  The most impressive thing about him, is his voice.  He can shout for hours at a time and never, not once, will his voice falter in pitch or tone. No-one can ignore his hollers.
